State fees for Estonian CAA acts State fees for Estonian CAA acts shall be paid as follows: Beneficiary customer: Ministry of Finance of the Republic of Estonia Extract from Estonian State Fees Act (unofficial translation) § 30. Exemptions from payment of state fees for the acts of Civil Aviation Administration (1) State fee shall not be paid for the review of application for amendment of a certificate, which is aimed at reducing the privileges associated with the certificate. (2) State fee shall not be paid for maintenance of a certificate, if Civil Aviation Administration does not carry out the monitoring of compliance with the requirements necessary for the maintenance of the certificate. (3) State fee shall not be paid for the acts of Civil Aviation Administration, which are based on the inspection reports of checking compliance with national and international requirements by a person authorised by the Civil Aviation Administration under subsection 2 of section 71 of the Aviation Act. Acts Performed on the Basis of Aviation Act § 117. Review of the application for registration of aircraft and amendments to the registration certificate of aircraft (1) A state fee shall be paid in the following amount for the review of application for registration of an aircraft depending on the maximum certificated take-off weight (MTOW) of the aircraft: 1) aircraft with MTOW up to 750 kg - 500 kroons / 31,95 euros; 2) aircraft with MTOW 751-5700 kg - 1500 kroons / 95,86 euros; 3) aircraft with MTOW exceeding 5700 kg - 3000 kroons / 191,73 euros. (2) A state fee in the amount of 500 kroons / 31,95 euros shall be paid for each amended entry in the aircraft registration certificate. (3) An additional state fee in the amount of 13 000 kroons / 930,85 euros shall be paid for the registration of an aircraft with a registration marks which correspond to the wishes of the owner of the aircraft. § 118. Review of the application for issue of Certificate of Airworthiness and Permit to Fly (1) A state fee shall be paid in the following amount for the review of application for issue of a Certificate of Airworthiness depending on the maximum certificated take-off weight (MTOW) of aircraft: 1) aircraft with MTOW up to 750 kg - 500 kroons / 31,95 euros; 2) aircraft with MTOW 751-5700 kg - 2000 kroons / 127,82 euros; 3) aircraft with MTOW exceeding 5700 kg - 5000 kroons / 319,55 euros. (2) A state fee in the amount of 1000 kroons / 63,91 euros shall be paid for the review of the application for issue of Permit to Fly. § 119. Airworthiness Review of aircraft (1) A state fee shall be paid in the following amount for the Airworthiness Review of aircraft depending on the maximum certificated take-off weight (MTOW) of the aircraft: 1) aircraft with MTOW up to 750 kg - 500 kroons / 31.95 euros; 2) aircraft with MTOW 751-5700 kg - 2000 kroons / 127,82 euros; 3) aircraft with MTOW exceeding 5700 kg – 360x weight coefficient .”K” (K=MTOW(kg):1000)+2000 kroons / 127,82 euros; 4) in addition to the amount provided in clauses 1), 2) or 3) an additional 15 000 kroons / 958,67 euros shall be paid for the airworthiness review of an aircraft located in a foreign state. § 120. Review of the application for issue and extension of Air Operator Certificates and amendments to the Operations Specifications (1) A state fee shall be paid in the following amount for the review of initial application for Air Operator Certificate depending on the maximum certificated take-off weight (MTOW) of aircraft operated by the air operator: 1) aeroplane with MTOW up to 2800 kg and helicopter with MTOW up to 1000 - – 35 000 kroons / 2236,90 euros; 2) aeroplane with MTOW 2801-5700 kg and helicopter with MTOW 1001-3175 kg – 65 000 kroons / 4154,23 euros; 3) aeroplane with MTOW 5701-25 000 kg and helicopter with MTOW exceeding 3175 kg – 120 000 kroons / 7669,39 euros; 4) aeroplane with MTOW exceeding 25 000 kg– 180 000 kroons / 11 504,09 euros. (2) A state fee of 45 000 kroons / 2876,02 euros shall be paid for the review of initial application for Air Operator Certificate for Aerial Work. (3) A state fee for the review of application for the extension of Air Operator Certificate for commerical air transportation shall be paid by 31 March of the current year in the following amount depending on the maximum certificated take-off weight (MTOW) of aircraft operated by the air operator: 1) aeroplane with MTOW up to 2800 kg and helicopter with MTOW up to 1000– 9 000 kroons / 575,20 euros; 2) aeroplane with MTOW 2801-5700 kg and helicopter with MTOW 1001-3175 kg – 19 000 kroons / 1214,32 euros; 3) aeroplane with MTOW 5701-25 000 kg and helicopter with MTOW exceeding 3175 kg – 39 000 kroons / 2492,55 euros; 4) aeroplane with MTOW exceeding 25 000 kg– 59 000 kroons / 3770,78 euros; (4) A state fee of 40 000 kroons / 2556,46 euros shall be paid for the review of application for the extension Air Operator Certificate for aerial work. (5) A state fee for the entry of a new aircraft type or class in the operations specifications of an Air Operator Certificate shall be paid in the following amount depending on the maximum certificated take-off weight (MTOW) of aircraft operated by the air operator: 1) aeroplane with MTOW up to 2800 kg and helicopter with MTOW up to 1000 - – 3 000 kroons / 191,73 euros; 2) aeroplane with MTOW 2801-5700 kg and helicopter with MTOW 1001-3175 kg – 5 000 kroons / 319,55 euros; 3) aeroplane with MTOW 5701-25 000 kg and helicopter with MTOW exceeding 3175 kg – 8 000 kroons /511,29 euros; 4) aeroplane with MTOW exceeding 25 000 kg– 10 000 kroons / 639,11 euros; (6) A state fee of 2 000 kroons / 127,82 euros shall be paid for the review of application for the amendment (excl the application for amendment of information on aircraft registration marks) of the operations specification of Air Operator Certificate. § 1201 Registration of nonprofit-making aviation activities and extension of the registration certificate (1) A state fee of 2 000 kroons / 127,82 euros shall be paid for the review of application for the registration of nonprofit-making aviation activities. (2) A state fee of 1 000 kroons / 63,91 euros shall be paid for the review of application for the extension of registration certificate of nonprofit-making aviation activities. § 121. Review of applications for issue, amendment and extension of certificates of air navigation service providers (1) A state fee of 25 000 kroons / 1597,79 euros shall be paid for the review of the initial application for a certificate of air navigation service provider. (2) A state fee of 2000 kroons / 127,82 euros shall be paid for the review of an application for the amendment of a certificate of air navigation service provider. (3) For the extension of certificate of air navigation service provider's certificate, a state fee in the following amount shall be paid for each year of extension: 1) 10 000 kroons / 639,11 euros in the case of provision of regional air traffic control services; 2) 10 000 kroons / 639,11 euros in the case of provision of approach control services; 3) 10 000 kroons / 639,11 euros in the case of provision of control services within the control zone; 4) 10 000 kroons / 639,11 euros in the case of provision of approach control services and control services within the control zone; 5) 10 000 kroons / 639,11 euros in the case of provision of aerodrome flight information services; 6) 5000 kroons / 319,55 eurosin the case of provision of meteorological services; 7) 10 000 kroons / 639,11 euros in the case of provision of aeronautical information services; 8) 5000 kroons / 319,55 euros in the case of provision of communication services; 9) 5000 kroons / 319.55 euros in the case of provision of navigation services; 10) 5000 kroons / 319,55 euros in the case of provision of surveillance services. § 1211 Review of applications for issue and extension of certificates for air traffic control and radio navigation equipment. (1) A state fee of 11 000 kroons / 703.02 euros shall be paid for the review of the application for a certificate for air traffic control and radio navigation equipment. (2) A state fee of 11 000 kroons / 703,02 euros shall be paid for the review of the application for extension of certificate for air traffic control and radio navigation equipment § 122. Review of applications for issue and extension of airport or heliport certificates and for amendment of operations specifications (1) A state fee for the review of initial application for airport or heliport certificate shall be paid in the following amount: 1) 57 000 kroons / 3642,96 euros in case of CAT III, CAT II or CAT I aerodrome; 2) 15 000 kroons / 958,67 euros in case of aerodrome or heliport with non-precision approach; 3) 3000 kroons / 191,73 euros in case of aerodrome or heliport operating only under visual flight rules. (2) A state fee of 2000 kroons / 127,82 euros shall be paid for the review of the application for amendment of aerodrome or heliport certificate or their operations specifications. (3) For the extension of aerodrome or heliport certificate, a state fee in the following amount shall be paid for each year of extension : 1) 19 000 kroons / 1214,32 euros in case of CAT III, CAT II or CAT I aerodrome; 2) 5 000 kroons / 319,55 euros in case of aerodrome or heliport with non-precision approach; 3) 1000 kroons / 63,91 euros in case of aerodrome or heliport operating only under visual flight rules. § 123. Acts related to personnel licences (1) A state fee shall be paid for review of applications for personnel licences: 1) 450 kroons / 28,76 euros for the application for student pilot, student air traffic controller, private pilot, glider pilot, free balloon pilot, ultra-light aeroplane pilot or aircraft maintenance licence; 2) 900 kroons / 57,52 euros for the application for commercial pilot, air transport pilot, air traffic controller, AFIS-officer or flight operations officer licence; (2) A state fee shall be paid for the renewal of personnel licence or issue of duplicate of an personnel licence: 1) 200 kroons / 12,78 euros for the application of private pilot, glider pilot, free balloon pilot, ultra-light aeroplane pilot or aircraft maintenance staff; 2) 500 kroons / 31,95 euros for the application of commercial pilot, air transport pilot, air traffic controller, AFIS-officer or flight operations officer. (3) A state fee shall be paid for the conversion of national personnel licence to a licence complying with Form 26 of Joint Aviation Authorities (JAA) or European Aviation Safety Agency (EASA): 1) 350 kroons / 22,36 euros for the application of private pilot or aircraft maintenance staff; 2) 900 kroons / 57,52 euros for the application of commercial pilot or air transport pilot. (4) A state fee in the amount of 150 kroons / 9,58 euros shall be paid for entering each new endorsement or for the renewal of each existing endorsement on the personnel licence (5) A state fee in the amount of 900 kroons / 57,52 euros shall be paid for the review of application for validation of an personnel licence issued by a foreign state. (6) A state fee for taking theoretical knowledge examination for the issue of personnel licence shall be paid in the amount of 50 kroons / 3,19 euros for each hour stipulated for taking examination in one examination subject. § 124. Review of application for one-off authorization by Civil Aviation Administration A state fee of 500 kroons / 31,95 euros shall be paid for the review of application for a one-off authorization by Civil Aviation Administration. § 125. Review of application for issue of aircraft crew member certificates A state fee of 250 kroons / 15,97 euros shall be paid for the review of application for issue of an aircraft crew member certificate. § 126. Review of application for issue and amendment of approval certificate of Continuing Airworthiness Management Organisation, maintenance of the certificate (1) A state fee of 34 000 kroons / 2172,99 euros shall be paid for the review of initial application for issue of an approval certificate of Continuing Airworthiness Management Organisation. (2) A state fee of 11 000 kroons / 703,02 euros shall be paid for the review of application for amendment of an approval certificate of Continuing Airworthiness Management Organisation (3) A state fee of 18 000 kroons / 1150,40 euros for each year shall be paid for maintenance of an approval certificate of Continuing Airworthiness Management Organisation. § 127. Review of application for issue, amendment and extension of a certificate for aviation personnel training organisation (1) A state fee of 15 000 kroons / 958,67 euros shall be paid for the review of initial application for issue of a certificate for aviation personnel training organisation. (2) A state fee of 5 000 kroons / 319,55 euros shall be paid for the review of application for amendment of a certificate for aviation personnel training organisation. (3) A state fee of 15 000 kroons / 958,67 euros shall be paid for the review of application for extension of a certificate for aviation personnel training organisation. § 128. Review of application for issue and amendment of aircraft Production Organisation approval certificate, maintenance of the approval certificate (1) A state fee of 10 000 kroons / 639,11 euros shall be paid for the review of initial application for issue of aircraft Production Organisation approval certificate. (2) A state fee of 2000 kroons / 127,82 euros shall be paid for the review of application for amendment of aircraft Production Organisation approval certificate. (3) A state fee of 2000 kroons / 127,82 euros for each year shall be paid for the maintenance of aircraft Production Organisation approval certificate. § 1281 Review of application for issue and amendment of aircraft Maintenance Organisation approval certificate, maintenance of the approval certificate (1) A state fee for the review of initial application for aircraft Maintenance Organisation approval certificate shall be paid in the following amount, depending on the rating applied for: 1) 20 000 kroons / 1278,23 euros in case application is made for aircraft maintenance rating A1 or A3 rating; 2) 10 000 kroons / 639,11 euros in case application is made for aircraft maintenance rating A2 or A4 rating; 3) 10 000 kroons / 639,11 euros for each rating in case application is made for aircraft engine or auxiliary power unit maintenance ratings B1 to B3; 4) 2000 kroons / 127,82 euros for each rating in case application is made for aircraft component maintenance ratings C1 to C20; 5) 4000 kroons / 255,64 euros in case application is made for specialised services rating D1. (2) A state fee for the maintenance of aircraft Maintenance Organisation approval certificate for each year is paid in the amount of 25 percent of the amount of the state fee provided for in the subsection 1 of the present section. § 1282 Review of application for issue and extension of a certificate for evaluator of language proficiency of aviation personnel (1) A state fee of 2000 kroons / 127,82 euros shall be paid for the review of application for issue of a certificate for evaluator of language proficiency of aviation personnel. (2) A state fee of 2000 kroons / 127,82 euros shall be paid for the review of application for extension of a certificate for evaluator of language proficiency of aviation personnel. § 1283 Approval and registration of screeners and regulated agents State fees (1) A state fee of 50 kroons / 3,19 euros shall be paid for approval of (aviation security) screener. (2) A state fee of 2000 kroons / 127,82 euros shall be paid for approval and registration of a regulated agent. § 1284 State fees for maintenance of certificates State fees for the maintenance of certificates provides for in the division 3 Chapter 8 of the present Act shall be paid by 31. March of each calendar year. Division 1 § 114. Issue and amendment of an operating licence (2) A state fee in the amount of 5000 kroons / 319,55 euros shall be paid for the review of the application for entry of amendments to an operating licence.
