JAR-FCL (including amendments 1, 2, 3 and 4) has been fully implemented in Estonia by Aviation Act amendment, adopted on 26.04.2004. Referring to this fact the Estonian CAA follows JAR-FCL (Aeroplane - see FCL 1.005 and 1.015, Helicopters - see FCL 2.005 and 2.015, Flight Engineers - see FCL 4.005 and 4.015) requirements in validation of licences, which means, that for operating an aircraft, registered in Estonia, the person must be the owner of JAR-FCL licence or carry out conditions stated in JAR-FCL 1.015, 2.015 and 4.015 for validation the National licence.
Validations, issued before 30.10.2004 are valid up to the dates, inserted into the licence.
Attention all applicants for the validation of a licence !
A state fee of 900 kroons / 57,52 euros shall be paid for the issue of a validation of a licence.
The payment has to be made before applying for the validation.
Estonian CAA is a state agency that can verify payment of the state fee on the Internet so there is no need for the certificate of payment from the bank, simply send a copy or a printout of the payment with relevant data to the Estonian CAA.

The Estonian CAA accepts professional aviation licences issued by ICAO and JAA member states.
To apply for the validation of non-JAA State issued licence applicant has to fill in the application form, and provide Estonian CAA with his/her current non-JAA State professional licence, current JAR-FCL medical certificate, actual flying log book(s), latest check flight report on types of aircraft for which validation is applied, proof of identity.
